      Ставит в очередь планировщика пересчет стоимости конфигураций за период. Период нормализуется до полных календарных месяцев, для каждого месяца создается отдельная задача пересчета (SmartHouseCalculatorTask).

      period - период пересчета; границы периода приводятся к началу и концу месяца
      contractIds - список id договоров для пересчета; пустой список — все договоры с подключенным модулем smarthouse
      accountTypeIds - список id типов аккаунтов для пересчета; пустой список — аккаунты всех типов
